Requests the Legislative Council to designate an interim committee to study improving early literacy and numeracy for children ages 4 through 3rd grade

Requires collaboration with the Board of Public Education, Office of Public Instruction, school personnel, parents, early childhood providers including Head Start, Montana State Library, and national experts

Directs the committee to examine evidence-based curriculum and instruction, return on investment for early literacy programs, and the impact of parental involvement in out-of-school literacy initiatives

Requires examination of assessment and data systems to better inform teachers of student needs and help policymakers evaluate effectiveness of specific curricula and instructional strategies

Study must be completed by September 15, 2026, with final results reported to the 70th Legislature
