Establishes a process for Montana to select, oversee, and remove commissioners who would represent the state at an Article V constitutional convention for proposing amendments

Requires commissioners to be at least 18 years old, U.S. citizens for 10+ years, Montana residents for 5+ years, registered voters, and prohibits former federal lobbyists, federal employees, federal officeholders, or those with recent felony convictions

Creates a 3-member Article V Commissioner Advisory Committee composed of legislators to monitor commissioners, provide guidance, and suspend or recall commissioners who exceed their authority

Limits commissioner authority to the subject matter specified in convention applications and prohibits voting to change the one-state-one-vote rule or to alter constitutional guarantees of individual liberty including the Bill of Rights

Requires commissioners to take an oath, file credentials with the secretary of state, and prohibits accepting gifts exceeding $200 during service; compensation matches that of state legislators
