Creates three separate criminal offenses for persons under 21: possession of alcoholic beverages, possession of marijuana, and possession of other intoxicating substances, replacing the previous combined statute

Establishes tiered penalties for minors under 18: first offense fines of $100-$300 with 20 hours community service and 30-day license confiscation; second offense fines of $200-$600 with 40 hours community service and 6-month license confiscation; third offense fines of $300-$900 with 60 hours community service

Persons 18-20 face similar fine structures but without mandatory parental involvement in substance abuse courses; third or subsequent offenses may include up to 6 months jail time

Provides immunity from prosecution for underage persons who seek medical treatment for themselves or others after consuming these substances, or who help victims report offenses to law enforcement

Amends existing Montana Code sections governing alcohol sales, marijuana personal use laws, and keg tracking enforcement to align with the new separate offense structure
