Creates a "cigar room" license endorsement for all-beverages licensees in Montana, requiring a $100 annual fee and allowing premium cigar smoking in a designated enclosed space exempt from the Clean Indoor Air Act

Premium cigars must be wrapped in whole-leaf tobacco, contain 100% leaf tobacco binder, be manually made, have no filter or tip, be hand-capped, and weigh more than 6 pounds per 1,000 units

Cigar rooms must have solid walls, ceiling, door, and a ventilation system that prevents smoke from migrating to nonsmoking areas; employees cannot enter while smoking occurs except in emergencies, and video gambling machines are prohibited in the smoking area

Persons under 21 years of age are prohibited from entering cigar rooms, and only premium cigars may be smoked (no other tobacco, marijuana, or vaping products)

Requires the Department of Justice Gambling Control Division to conduct a gaming industry impact study examining bet limits, payout limits, bonus games, and game structure, with a report due by December 1, 2026
