Mandates the director limit reliance on contract attorneys and collaborate with the Department of Public Health and Human Services to maximize federal Title IV-E funding

Requires creation of 21 new staff positions: 10 positions in fiscal year 2025 (beginning July 1, 2025) and 11 positions in fiscal year 2026

Establishes specific training standards for attorneys representing children, including child development, trauma dynamics, and practice requirements such as in-person client contact at least every 3 months
