Establishes a 3-year statute of limitations for enforcement actions against property owners or contractors for lakeshore regulation violations, measured from construction completion or permit issuance, whichever is later

Applies to clearly visible structures in lakeshore protection zones including boat ramps, boat houses, docks, piers, wharfs, retaining walls, and roads

Exempts minor maintenance, remodeling, or modifications from lakeshore protection review, with "minor" defined as changes costing less than $10,000 over a 5-year period (excluding free personal services)

Preserves enforcement authority for illegally constructed items that cause documented harm to lakeshore stability, water quality, or aquatic life; interfere with navigation or recreation; or create a public nuisance

Allows local or state government to compensate property owners to voluntarily remove or alter structures in the interest of lakeshore protection and aquatic life
