School districts must utilize Indian language and culture specialists licensed by the Board of Public Education "to the greatest extent possible" when providing required American Indian studies instruction to certified personnel and students

Educational agencies must work "in consultation with" Montana tribes (revised from "cooperatively") when developing curriculum, implementing educational goals, or adopting rules related to American Indian cultural heritage

School districts must file annual reports detailing how Indian Education for All funds were spent and describing instruction provided and how it was developed with tribal input; failure to report results in reduction of BASE aid funding by the full Indian Education for All payment amount

Office of Public Instruction must create an online feedback portal for parents, students, and educators about Indian Education for All implementation and report annually to legislative committees on feedback received and non-compliant districts

Montana Indian tribes must be represented on negotiated rulemaking committees when content and performance standards related to American Indian cultural heritage are developed or revised; effective July 1, 2025
