Eliminates the Board of Public Assistance, a quasi-judicial body, by repealing Section 2-15-2203, MCA, effective October 1, 2025

Transfers authority for fair hearings on public assistance appeals (food stamps, cash assistance, nonfinancial assistance, Medicaid) from the Board to the Department of Public Health and Human Services

Requires the Board to remain operational until all appeals filed before the effective date are resolved; any Board vacancies during this transition period must still be filled

Preserves rights, duties, penalties, and proceedings that existed before the effective date through a saving clause
