Removes the fixed June 30, 2025 termination date for Montana's Medicaid expansion program (HELP Act), replacing it with contingent termination only if federal waivers are not obtained

Narrows community engagement exemptions by eliminating exemptions for those participating in TANF/SNAP work requirements, experiencing chronic homelessness, or living in high-poverty areas

Reduces qualifying activities for the 80-hour monthly community engagement requirement by removing substance abuse education, community service/volunteer work, and other activities promoting work readiness

Maintains the taxpayer integrity fee structure of $100/month base plus $4/month for each $1,000 in excess property equity or $100 in agricultural land taxable value above $1,500

Includes a nonseverability clause stating if any part of the act is held unconstitutional, all other parts are invalid; effective immediately upon passage and approval
