Creates a new "benefits custodian" role that can receive workers' compensation payments on behalf of minors under 18 or persons adjudged incompetent, in addition to parents or appointed guardians.

Authorizes the workers' compensation judge to appoint and terminate benefits custodians upon petition from a claimant, insurer, or the uninsured employers' fund.

Allows petitions for benefits custodian appointment without first completing the dispute resolution requirements normally required for workers' compensation disputes.

Written receipt from a benefits custodian releases the employer, insurer, or department from further liability for that payment.

Effective immediately upon passage and approval.
