Increases voter turnout thresholds for bond and mill levy elections: propositions now require 50% voter turnout for simple majority approval (up from 40%), and the "supermajority" tier requiring 60% approval now applies when turnout is between 40-50% (previously 30-40%)

Automatically rejects bond propositions when voter turnout falls below 40% (increased from the previous 30% threshold), regardless of the percentage voting in favor

Eliminates the exception that allowed bond elections held with mail ballots or general/primary elections to pass by simple majority regardless of turnout

Applies uniformly to county, municipal, and school district bond elections, as well as mill levy elections for various purposes including health care facilities, parks, search and rescue, noxious weed control, and school technology funds

Takes effect immediately upon passage and applies to all bond and mill levy elections held after the effective date
