Prohibits businesses operating free online platforms ("digital public squares") from banning, deplatforming, or censoring users unless the user violates state or federal law

Bans platforms from using shadow banning, algorithms, monitoring, intimidation, defamation, or throttling to restrict user content or visibility

Prohibits platforms from creating community standards, contracts, or terms of service that would allow content censorship

Users may sue violating platforms for actual and punitive damages

Platforms may still display advertisements and retain the right to terminate the entire platform, but cannot selectively remove individual users
