Establishes a statewide public school open enrollment program allowing students to transfer to any public school in Montana at no personal cost, with funding following the student across district boundaries without additional taxes on sending districts

Requires student achievement growth to be commensurate with increases in inflation-adjusted per-student funding, and mandates transparency in how districts spend additional funding and whether it improves achievement

Directs the legislature to consider student achievement outcomes in states with the highest per-student funding growth over the past two decades when determining school funding costs

Revises the funding formula to use a statewide per-student amount with weights for student needs, current-year enrollment counts, and requirements for taxpayer transparency

Takes effect immediately upon passage and approval
