Property owners may petition to alter hospital district boundaries when they cannot access public services due to physical barriers, lack of public roads, or when ambulance response times exceed 60 minutes following speed limits.

Hospital district boundary changes require a public hearing within 30 days of petition certification, followed by an election where only registered voters in the affected transfer area may vote.

Newly separated hospital districts must share tax collections with the original district over 8 years: 70% the first year, 60% years 2-4, 40% years 5-6, and 20% years 7-8.

School districts educating "isolated pupils" (students unable to access their resident district within 60 minutes) may petition for reconciliation payments when the resident district has at least $100 million in taxable value and 1.5 times higher taxable value per-ANB than the attending district.

When school district territory is transferred, the taxable value of the transferred property must be split equally between the two districts for 3 years following the transfer.
