Expands the subdivision environmental review exemption by removing previous limitations that restricted it to subdivisions with 14 or fewer lots, located 2+ miles from high-quality waters, and meeting specific wastewater criteria

Removes the department's rulemaking authority related to the now-broadened subdivision exemption and eliminates the prohibition on exempting adjacent or expanding projects
