Eliminates the "reasonable impediment" declaration option that previously allowed voters without proper ID to cast provisional ballots by citing barriers such as lack of transportation, disability, work schedule, or lost/stolen identification

Expands acceptable photo identification to include student IDs from Montana university system schools and NAIA member institutions, in addition to existing options like driver's licenses, state IDs, tribal IDs, military IDs, passports, and concealed carry permits

Requires all identification to be current, valid, and readable; voters without sufficient ID may only cast provisional ballots and must provide valid identification by 5 p.m. the day after the election

Removes the previous alternative that allowed provisional voters to verify identity using a utility bill or government document combined with a signed reasonable impediment declaration

Takes effect immediately upon passage and approval
