Creates the offense of harassment or harm of a service animal, punishable as a misdemeanor with fines up to $1,000, for interfering with a service animal after receiving notice, negligently causing harm or death to a service animal, or allowing one's pet to harm or interfere with a service animal

Establishes unauthorized control of a service animal as misdemeanor theft when a person purposely or knowingly takes a service animal with intent to deprive the handler of it

Requires convicted offenders to pay full restitution including the value of an incapacitated or deceased service animal, replacement animal training costs, veterinary expenses, and the handler's medical expenses and lost wages

Amends existing vicious dog statutes to explicitly include service animals as protected animals and extends liability for dog owners whose dogs bite service animals in public or private places within incorporated cities or towns

Adds service animals to the definition of "animal" in county vicious dog control ordinances, covering livestock, service animals, and domestic pets
