Eliminates the Scenic-Historic Byways Advisory Council, an 11-member technical oversight body that previously reviewed road nominations and made recommendations for the scenic-historic byways program

Removes the requirement for council members to have expertise in tourism, visual assessment, Montana history, resource protection, economic development, transportation, or planning

Transfers the advisory council's role in developing designation criteria to the commission and department alone

Retains the scenic-historic byways program itself, including the commission's authority to designate roads and the department's ability to expend appropriated funds

Amends MCA sections 60-2-601 and 60-2-602 to strike all references to the advisory council throughout the statutory framework
