Renames the trails and recreational facilities grant program to the "trail stewardship grant program" administered by the department

Expands eligible projects to include trail-related economic impact studies, feasibility and planning studies, safety and ethics education, trail data collection, and equipment purchases and maintenance

Establishes funding apportionment: 40% to motorized projects, 40% to nonmotorized projects, and 20% to projects serving both uses, with unused funds transferable between categories

Allows advance payment of up to 75% of grant funds at award, with an additional 25% available after the first advance is spent and reported

Effective date: July 1, 2025
