Establishes a 9-member Montana-Ireland Trade Commission to advance bilateral trade, investment, and business/academic exchanges between Montana and Ireland

Commission membership includes 4 legislators (2 from each chamber, bipartisan), directors of Commerce and Agriculture, Commissioner of Higher Education, and 2 governor-appointed residents representing the Irish American community and business/trade organizations

Members serve staggered 2-year terms without compensation but may receive travel expense reimbursement; the commission must self-fund through direct solicitation, fundraising, gifts, and grants

Creates a Montana-Ireland Trade Development Special Revenue Account in the state treasury to hold raised funds and cover administrative expenses

Requires annual reports to the governor and legislature by September 1 detailing commission activities, trade benefits, and legislative recommendations; effective July 1, 2025
