Transfers authority for plan review, permitting, inspection, and building code enforcement for all state agency-owned buildings from local jurisdictions to the Montana Department of Labor and Industry

Removes county, city, and town jurisdiction over state-owned public buildings by adding exceptions throughout Section 50-60-106, MCA

Requires the Department of Labor and Industry to share building plans with affected cities, towns, and counties and provide them an opportunity to comment

Mandates the department notify local jurisdictions of actions taken and transmit copies of final building plans to them

Amends existing law to clarify the change applies to "state agencies" rather than the broader term "state government entities"
