Removes obsolete language requiring tuition calculations for K-12 school districts to be based on prorated expenditures between elementary and high school programs from the year prior to district attachment

Clarifies that budget limitations for newly formed K-12 school districts must be determined using the calculations described in section 20-9-308(1)(b), rather than simply combining the previous year's general fund budget amounts

Amends MCA sections 20-6-702 (Funding for K-12 school districts) and 20-6-703 (Transitions after formation of K-12 school district)
