Limits subsequent legal challenges after a court-ordered remand to issues that are materially different from prior challenges and could not have been raised earlier with reasonable diligence

Requires plaintiffs challenging MEPA decisions to pay the agency's actual costs to compile and submit the certified record to the court

Prohibits awarding attorney fees or costs to prevailing parties in MEPA challenges, except as authorized by federal law or other statutes
