Redirects remaining coal severance tax revenue from the state general fund to the Coal Severance Tax Permanent Fund (constitutional trust fund) starting July 1, 2027

Maintains existing allocation structure: 50% to constitutional trust fund, 12% to major repair long-range building program, and smaller percentages to library services, conservation districts, parks, arts, and other programs

Ends statutory appropriations from coal severance tax permanent fund interest income to Department of Agriculture and Department of Commerce programs on July 1, 2027

Preserves the annual $250,000 allocation to the coal and uranium mine permitting and reclamation program account
