Children participating in early literacy jumpstart programs at a school district other than their resident district are counted as quarter-time enrollment by the district providing the program for ANB (Average Number Belonging) funding calculations

Children attending jumpstart programs outside their resident district do not require an out-of-district attendance agreement and are exempt from tuition laws

Districts providing jumpstart programs add one-quarter enrollment for participating students to the pupil's regular enrollment count in both October and February enrollment counts following participation

Jumpstart participants may be counted as up to 1.25 full-time enrollment for ANB purposes, allowing both the jumpstart program enrollment and regular enrollment to be counted

Effective July 1, 2025, with retroactive application to early literacy jumpstart programs conducted after the 2024-2025 school year
