Prohibits drivers from physically holding or supporting portable wireless communication devices or stand-alone electronic devices while operating a moving vehicle on streets or highways

Bans writing, sending, watching, or reading text messages, emails, videos, or internet data while driving, as well as recording or broadcasting video (except for continuous dash cam recording)

Allows hands-free use for voice communications, navigation, GPS, and vehicle information; exempts emergency/law enforcement personnel, FCC-licensed radio operators, commercial drivers using two-way radios, and those reporting emergencies

First violation carries a civil fine of $75-$149; second or subsequent violations carry fines of $150-$250

Adds distracted driving to the habitual traffic offender point schedule at 3 points per conviction (same as speeding)
