Adds 13 new definitions to Montana election law (Section 13-1-101, MCA), including "accepted ballot," "ballot number variance," "challenged ballot," "overvote," "rejected ballot," "regular ballot," "replacement ballot," "report of the canvass," "spoiled ballot," "undervote," and "voided ballot"

Changes terminology in absentee ballot processing from "regular ballot" to "accepted ballot" when referring to ballots that have been verified and may be counted

Updates cross-reference numbering throughout the Montana Code Annotated to account for the new definitions being inserted into the existing definitional section

Updates the cross-reference for "candidate" definition from 13-1-101(8)(a) to 13-1-101(10)(a) in the public officer conduct rules and campaign finance reporting sections

Takes effect immediately upon passage and approval
