Creates a new "minor maintenance correction letter" process allowing mine operators 14 days to fix permit violations that pose no imminent danger to public health, safety, or the environment and can be reasonably corrected within that timeframe

Minor maintenance items must be within the permit boundary and do not require a cessation order or public hearing; compliance is verified at the next regular inspection

Failure to correct a minor maintenance item within 14 days or by the next regular inspection triggers a formal notice of noncompliance or cessation order under existing enforcement procedures

Amends Sections 82-4-251 and 82-4-254 of the Montana Code Annotated governing mining noncompliance and penalties

Contains contingent voidness provision: any portion disapproved by the U.S. Secretary of the Interior under 30 CFR 732 becomes void, with DEQ required to notify the code commissioner within 15 days of such disapproval
