Expands venue options for lien enforcement actions from district court only to any court of competent jurisdiction in the county where the contract was made, the owner resides, or the property is located

Eliminates the requirement for issuance or service of a summons, allowing the order to show cause to serve in lieu of a summons under Montana civil procedure rules

Increases the notice period for serving the order to show cause on property owners from 5 days to 21 days before the hearing date

Requires service of the order to show cause by both certified mail with return receipt requested and first-class mail to the owner's last known address

Removes the 20-working-day deadline for holding the show cause hearing after the order is issued
