Transfers the Division of Banking and Financial Institutions from the Department of Administration to the supervision of the Montana State Auditor, effective January 1, 2026

Renames the Office of the Commissioner of Securities and Insurance to the Office of the Commissioner of Securities, Insurance, and Banking and Financial Institutions

Requires the State Auditor to appoint a Commissioner of Banking and Financial Institutions who serves at the pleasure of the State Auditor

Removes the Division of Banking and Financial Institutions from the oversight jurisdiction of the State Administration and Veterans' Affairs Interim Committee, consolidating financial regulatory oversight under the Economic Affairs Interim Committee

Amends over 60 sections of Montana Code to update references from "Department of Administration" to the new departmental structure under the State Auditor
