Creates the crime of disclosing explicit synthetic media (deepfakes) when done knowingly without consent and causing substantial emotional distress, with intent to harass/intimidate, or to extort money or valuables

First offense penalties: fine up to $1,000 and/or up to 1 year in county jail; second offense: fine up to $10,000 and/or up to 5 years in state prison

Offenses involving victims under 18 years old carry enhanced penalties of up to $10,000 fine and/or up to 10 years in state prison

Exemptions provided for reporting unlawful conduct, legitimate scientific research or educational purposes, and use in legal proceedings
