Expands the definition of "garbage" to explicitly include packaging materials, in addition to waste from animal meat (including fish and poultry), animal carcasses, and food handling/preparation waste

Prohibits handling, preparing, cooking, or treating garbage to feed to swine or other animals, as well as directly feeding garbage to animals

Exempts individuals who feed only their own household garbage to swine or other animals they own

Violations constitute a misdemeanor punishable by a fine of $50-$250, imprisonment up to 6 months, or both, with each day of violation counting as a separate offense

Courts may issue injunctions to prevent repeat violations of the garbage feeding prohibitions
