District court injunctions would only be enforceable within the judicial district where granted, requiring appeal to the Montana Supreme Court to achieve statewide enforcement

Prohibits district courts from granting injunctions that restrain enforcement of a statute against nonparties to the court proceedings

Injunctions addressing constitutional violations must directly address the specific violation, bear a substantial connection to it, and not require more than necessary to ensure compliance by the actual parties

Amends MCA sections 27-19-101 and 27-19-103 governing the definition and limitations of injunctions
