Creates the Montana Block Management Enforcement Network, allowing landowners enrolled in the block management program to voluntarily opt-in to a system that helps enforce hunter compliance with property rules and state law

Establishes escalating penalties for hunters convicted of rule violations or violations of Titles 45 or 87 while on enrolled lands: first conviction results in ban from all participating lands for remainder of license year; second conviction results in ban for up to 3 consecutive license years; third conviction results in lifetime ban

Landowners retain the right to deny access for cause and may opt-out of the network at any time, including allowing previously banned individuals access to their specific property

Requires the department to provide educational information to hunters about access rules and consequences for violations on properties enrolled in the enforcement network

Grants the commission rulemaking authority to implement the network's provisions
