Investor-owned utilities must design and host a web-based energy dashboard by June 1, 2026 that displays real-time data on electricity supply resources, grid contributions in megawatt units, and costs per megawatt hour

The dashboard must show year-to-date operating capacity, production costs, and a formula translating kilowatt-hour costs to average residential customer bills (defined as 750 kWh monthly consumption)

All public utilities, including municipal utilities, must provide customers with quarterly power source disclosures breaking down electricity consumption by source type (coal, natural gas, hydroelectric, wind, solar, other) with average unit costs

Utilities must report power surge events, resource unavailability, peak/off-peak load events, transmission capacity, and same-day electricity market purchases

The act takes effect June 1, 2026 and will be codified under Title 69, chapter 3 (public utilities)
