Authorizes the Speaker of the House and President of the Senate to file amicus curiae (friend of the court) briefs individually or jointly in state or federal court cases involving statutory interpretation or legislative intent.

Allows use of legislative council-approved funding or funds under the officers' control to pay attorney fees and costs for amicus participation.

Preserves the Attorney General's authority to represent the state and clarifies that amicus participation does not waive legislative immunity or privilege for legislators, officers, or staff.

Takes effect immediately upon passage and approval, applying to court proceedings initiated on or after the effective date.
