Amends MCA 22-1-302 to define and limit free public library services to specified "core functions" related to the statutory purpose of enriching Montanans through reading

Establishes eight core functions: access to printed/digital materials, educational support and tutoring for students, technology access (computers, internet, online learning), literacy programming, meeting spaces, reading areas, copying/information sharing services, and other functions consistent with the library's purpose

Prohibits free public libraries from offering services unrelated to the defined purpose or core functions
