Expands Montana's Commercial Property-Assessed Capital Enhancements (C-PACE) program to allow financing of "public safety and resiliency improvement projects" in addition to existing energy conservation projects

Public safety and resiliency improvements include seismic structural upgrades, indoor air quality improvements, wind/fire/flood durability, power outage resilience, stormwater control measures, and firearm storage infrastructure for public use under firearm hold agreements

Local governments may contract with commercial property owners to finance these improvements through property assessments, with repayment collected alongside property taxes and secured by a lien on the property

Eligible properties include privately owned commercial/industrial facilities, covered multifamily housing, and agricultural property
