Lowers the minimum age for obtaining a driver's license from 16 to 15 years old, and reduces the age for licensing with driver's education from 15 to 14½ years old

Requires the Department of Justice Motor Vehicle Division to provide a driver's license examiner in every county at least once a month if requested by the county

Limits the department's obligation to provide examiners for pre-scheduled examinations to commercial driver's licenses only, rather than all motor vehicle licenses
