Removes requirements for local public health authorities to provide health hazard training to day-care providers, conduct facility inspections, and issue certificates of approval before licensure

Creates a new "family, friend, or neighbor provider" category for caregivers who provide regular care for no more than six children from separate families or all children from a sibling group and opt to register

Requires department administrative rules to comply with statutory provisions and prohibits rules from being more stringent than requirements provided by law

Effective immediately upon passage and approval
