Requires legislative committee review of proposed statewide initiatives when a court determines the initiative is legally sufficient, expanding the existing review process that previously applied only to Attorney General approvals

Allows initiatives to proceed to signature gathering after either the Attorney General or a court finds the proposal legally sufficient

Mandates the appropriate interim committee or legislative council hold a public hearing and vote to support or not support placement of the initiative on the ballot within 14 days of receiving the final text

Applies to statutory initiatives, constitutional initiatives, statutory referendums, and constitutional convention initiatives submitted to the Secretary of State on or after the effective date

Takes effect immediately upon passage and approval
