Increases daily civil penalty for Natural Streambed and Land Preservation Act violations from $500 to $5,000 per day of continuing violation

Establishes tiered penalty caps: $100,000 maximum for first violation, $250,000 for second violation, and no cap for third or subsequent violations

Exempts persons engaging in allowable forest practices in stream management zones (under Title 77, chapter 5, part 3) from fines and civil penalties

Removes previous justice's court jurisdictional cap on civil penalties and eliminates the option for justice's court to direct penalty funds to county treasury

Effective immediately upon passage and approval
