Creates a permanent supportive housing development grant program administered by the Department of Commerce, authorizing up to $75 million in grants to nonprofit corporations for acquiring, constructing, or rehabilitating multifamily housing for homeless individuals or those at risk of homelessness.

Targets housing for persons earning 60% or less of area median income, with onsite voluntary support services including behavioral health therapy, addiction recovery, independent living assistance, employment services, and medical/dental care.

Funds the program through a one-time transfer of $50 million from the general fund and $25 million from the behavioral health system for future generations fund within 15 days of the effective date.

Allows the Department of Commerce to use up to 3% of allocated funds for administrative costs and authorizes the department to adopt implementation guidelines.

Effective date is July 1, 2025.
