Retains the requirement for providers to file a notice with the Public Service Commission before providing telecommunications service in Montana

Requires providers to report any judgment, penalty, or sanction from other jurisdictions that could affect their ability to provide communications services in Montana

Grants the Public Service Commission authority to adopt rules implementing the registration section

Takes effect immediately upon passage and approval
