Transportation board members must be elected rather than appointed, eliminating the option for commissioners and governing bodies to choose between elected or appointed boards

Local governments are prohibited from requiring property owners to add their land to an urban transportation district as an exaction (development condition)

Transportation districts must maintain an inventory or map clearly showing all areas that have been added to the district

Areas that have not received direct transportation service for 5 years may petition for removal from a district without remaining liable for the district's existing indebtedness

Areas added to a district within 5 years of a removal petition are also exempt from the district's existing indebtedness obligations
