Requires irrigation district commissioner candidates to reside in and have land in the specific division they seek to represent, rather than just residing anywhere in the overall district

Changes voting eligibility so only landowners with acres in a specific division can vote for that division's commissioner candidate, replacing the previous district-wide voting system

Maintains existing requirements that candidates must be eligible voters and file declarations of candidacy with the election administrator within specified timeframes

Takes effect immediately upon passage and approval by the legislature
