Directs the Department of Public Health and Human Services and Office of Public Instruction to jointly develop a plan expanding suicide prevention grants into a universal mental health program for all Montana public schools

Program plan must address curriculum, financial and technical support for schools, data collection, success measurement, and target areas including bullying, suicide, and substance use

Requires interim progress reports to legislative committees by September 1, 2025 and January 1, 2026, with final program plan submission by May 1, 2026

References the PAX Good Behavior Game curriculum, which has a 30-year track record in Montana for reducing anxiety, violence, and substance abuse among students

Effective immediately upon passage and approval, with notification required to all federally recognized tribal governments in Montana
