Authorizes initiatives including applying for Medicaid waivers or amendments, recalculating reimbursement rates, and providing add-on rates for services with waiting lists

Mandates annual legislative reports detailing each waiting list (with monthly enrollment numbers), department reduction efforts, and expected elimination dates

Defines "waiting list" as eligible Medicaid enrollees who cannot receive services within 90 days due to funding, provider availability, enrollment slots, or other supply issues
