501(c)(4) organizations are limited to contributing a maximum of $2,500 to political committees or joint fundraising committees for supporting or opposing candidates or ballot issues

All 501(c) tax-exempt organizations are prohibited from making contributions directly to candidates, and candidates may not accept such contributions

501(c) organizations that have received any donation from a foreign national within the preceding 4 years are barred from contributing to political committees or joint fundraising committees

Violations are subject to civil penalties under Montana Code 13-37-128

The bill responds to concerns that 501(c)(4) organizations funneled millions in undisclosed "dark money" into Montana political committees during the last election cycle
