Expands the definition of "experimental treatment" beyond FDA-approved clinical trials to include treatments with demonstrated safety records from qualified medical institutions, and adds registered nurses at experimental treatment centers to the list of authorized health care providers

Exempts direct agreements between health care providers/facilities and patients for experimental treatments from state insurance code requirements, and removes the previous immunity from suit provision for manufacturers and providers of experimental treatments
